  • The reputation for the town hall being haunted may have begun with the fact the it was constructed over a burial ground.
  • When the foundations for the town hall were being dug in the nineteenth century a number of complete skeletons, together with assorted skulls and bones, were discovered.

A ghostly monk is said to haunt the Town hall, legend has it that the monk was expelled from St Bartholomew’s priory following a misdemeanour.

As the Town Hall stands close to where  a priory once stood , it is not surprising , perhaps , to find that a spectral monk haunts the basement, and that several people claim to have seen him.

Another ghost said to haunt the town hall is that of a woman wearing a voluminous black dress with a white pinafore and a black, conical hat – apparel rather similar in style to that of the Welsh national costume. She has been seen by several employees descending the impressive wide interior staircase; the last known sighting of this apparition was in 1978, while in the same decade a male employee was so shocked by the sudden appearance of an eerie female spectre that he was found cowering with fright beneath one of the tables.

Early in the 1980’s , former security officer , while in the basement , saw an apparition of man in a top hat and a long black coat . It has been suggested that this could be the ghost of the Murdered Chief Constable .

Council employees based at the town hall have had strange experiences in the building over many years, includingg sightings of Mr Soloman. As a result the basement was never used again until its conversion into a police museum in July 2005.

Long suffering staff also recall the strange reactions to the cellar of Fred, the town hall cat, who was actually employed on the council’s payroll in the 1980’s. Although Fred would roam freely about the building he always refused to enter the basement, Fred died about 20years ago and was buried in the Animal cemetery at Preston Manor Park. His reactions provide an apparent confirmation of the folkloric belief that cats are ‘psychic barometers’.
